Step 1: In a large bowl, mix flour, baking powder, sugar, and salt.
Step 2: Add eggs, water, melted butter, and vanilla extract; mix until combined.
Step 3: Gradually add milk, stirring until you have a smooth batter with no lumps.
Step 4: Heat 1 inch of frying oil in a pan over medium heat.
Step 5: Dip rosette mold in hot oil, coat in batter, fry until golden, then coat with sugar or cinnamon mixture. Repeat until all batter is used.
